What is a 4 point inspection?

The 4 point insurance inspection was created after Hurricane Andrew struck Florida in 1992. It is performed on behalf of the insurance companies and, typically, as a requirement for the insurer offering insurance to the new homeowner. After the past year's barrage of hurricanes in Florida, the 4 point insurance inspection has taken on added importance. As insurance companies are beginning to see the benefit of the inspection, the program is spreading to other areas of the country. The benefit to the insurance company is, obviously, reduced loss risk on homeowner's insurance policies. This is an area of business that has, for many years, been a money loser for insurance companies.

In 2002, the Florida Legislature passed a law that combined the Florida Residential Property and Casualty Joint Underwriting Association (FRPCJUA) and the Florida Windstorm Underwriting Association (FWUA). This resulted in the creation of Citizens Property insurance Corporation (Citizens), which more efficiently and effectively provides insurance to, and serves the needs of, homeowners in high-risk areas and others who cannot find coverage in the open, private insurance market. It is funded by premiums paid by the insured and from other insurance companies paying into the program to reduce their overall losses.

Citizens operates under the direction of a seven-member Board of Governors, appointed by the State Treasurer for three-year terms, representing geographically diverse regions of the state. The State Treasurer also appoints a technical advisory board to provide information and advice to the Board of Governors.

The Four Point Insurance Inspection consists of the following four systems:

· Roof Inspection
· Electrical Inspection
· HVAC (Heat, Ventilation & A/C)
· Plumbing

The insurance companies are looking for the four systems to be in generally good working condition and fulfilling their intended function. If the home is an older home the insurance companies want to see that the systems have been updated.

In summary, the Four Point Insurance Inspection program is gaining in popularity and will likely continue to expand as the insurance companies recognize the value of the inspection and the savings benefits it provides to the insurance carrier.

While the four point insurance inspections were started by Citizens, they have quickly spread to most, if not all of the insurance companies that provide coverage in Florida.

Four Point Insurance Inspection FAQ

A four-point Inspection is often required when obtaining a new homeowners insurance policy or renewing an existing policy.  This 4-point insurance inspection includes a limited scope evaluation of the following four systems:

(1) roofing - (2) electrical - (3) heating-air conditioning - (4) plumbing

The focus of the inspection is to determine the approximate age, components, and general condition of these systems.  Note: this type of insurance inspection should not be confused with a "standard home inspection" which is more comprehensive in regards to both detail and scope.
 The Insurance company will typically require that the inspections be performed by suitably licensed and qualified persons.  All of our 4-point inspections are performed by a Florida State licensed and ICC (International Code Council) Certified Residential Building, Electrical, Plumbing and Mechanical Code Inspector, therefore we are able to provide the various insurance required inspections.

Note: sometimes all that is required by the insurance company is the evaluation of a specific system of the house, such as the roof, electrical system, or a limited combination of systems. Partial inspection services are available.

What is Four Point Inspection ?
After Hurricane Andrew, Insurance companies in Florida have been trying to encourage home owners to make their homes safer and reduce claims. Many insurance companies and JUA (Joint Underwriting Association) now Citizens request 4 point inspections, which often include, but not limited to:
Roof inspection
Electrical Inspection
HVAC (Heat, Ventilation & Air Conditioning )
Plumbing

What are they looking for in these reports?
As much as we really don't know what any insurance company needs or wants, this is our interpretation through experience only. They are generally looking for most systems in the 4 points to have been updated to current standards and are in good condition.
Forms. Are there special forms ?
Some insurance companies like Citizens and others have forms that may be used for at least one of the four points (Electrical). In this particular form they have asked about the age, type and certain elements of the electrical system, which may have high claim ratios.
Who can perform this type of inspection ? Can I Fill out the paper work myself?
Usually a Licensed Roofing Contractor, Electrical Contractor, Inspector, Engineer inspection and signature is required to certify homes of a certain age when required by most insurance companies.
Can I not comply with this type of request?
We have heard reports of hardships maintaining coverage and or acquiring new insurance.
Costs. Coordinating all these Trades Professionals for a 4 point inspection sounds Costly and lengthy.
